A copy of the Arkansas River Compact, an agreement between the states of Colorado and Kansas signed on December 14, 1948. The compact aimed to settle disputes regarding control, conservation, and utilization for irrigation of the river waters, as well as equate the benefits arising from the John Martin Reservoir project. Also included is a letter from Kansas Governor Frank Carlson to Kansas Secretary of State Larry Ryan.
