This photograph shows Francis Murry Carter, (1886-1962), copied from the 1933 Kansas Legislative Blue Book. Carter was a farmer, stockman, and banker from Hamilton County, Kansas. He served as treasurer on the local school board, was a township clerk, and served as a Democratic precinct committee-man. In addition, Carter served as director of the Valley State Bank in Syracuse, Kansas. He was also president of the Federal Land Bank in Hamilton County from 1925 to 1945, which included the four region areas of Greeley County, Kearney County, and Wichita County. Carter was elected in 1930 to the Kansas House of Representatives as a Democrat from the 117th District. He served four consecutive terms in the 1930s and returned in 1951 for six additional terms. Some of his committee assignments included vice chairman of third class cities, and member of the irrigation, livestock, county lines and county seats. When Carter passed away on January 04, 1962 in Syracuse, Kansas, at the age of seventy-five, he was the oldest member of the Kansas House of Representatives.
