These letters, spanning 1885, are from the governor of the state of Minnesota, L. F. Hubbard, and other individuals regarding the Northwestern Water-Ways Convention to Kansas Governor John Martin. Hubbard wrote explaining the reasons for the convention and inviting Martin as well as his delegates to it. Other letters discuss the appointment of delegates. The Northwestern Water-Ways Convention was held in St. Paul, Minnesota on September 3rd, 1885.
