A letter on November 25, 1878, from A. S. Hoisington, informs Governor Anthony a meeting is arranged with A. A. Hurd, attorney, and West and Davis, to attend to the organization of Safford County. A letter on October 19, 1878, from Jesse Vickers, encloses a petition signed by residents to have Stafford County organized.
