A letter on July 20, 1872, from W. Lowrey and W. J. Nicholas, recommends to Kansas Governor Harvey to appoint Joseph Taylor as Sheriff for Rice County. Accompanying the letter from Lowrey and Nicholas is a petition from the citizens of Rice County requesting Joseph Taylor for the position as Sheriff.
