These two letters by Governor Capper is in response to a letter sent to his office by Mary Anderson. It can be inferred that the letter from Anderson discusses the welfare of her brother who is an inmate at the Topeka State Hospital. Because the file does not include the letter from Anderson the file is incomplete. This file is part of a bigger collection of Governor Arthur Capper correspondence.
