This file includes correspondence between Governor Arthur Capper; W. E. Thomas, a citizen of Leavenworth; and the Public Utilities Commission. The exchange of letters discuss an electrical line running between Kansas City and Leavenworth. From the Public Utilities Commission, it is clear that the complaint from Thomas is not the first and intends on correcting the problem. The file is incomplete and does not include the initial correspondence sent by Thomas to the Governor's office. This file is part of a bigger collection of Governor Arthur Capper correspondence.
