Complaints had been sent to the Governor's office from Morton County which are no longer associated with this file making it incomplete. The Prohibitory Law was an act to prohibit the manufacturing and sale of intoxicating liquors in 1887. This is part of a bigger collection of Governor Arthur Capper correspondence.
