The information in this census from the area of Topeka known as Tennessee Town was taken by the assistant pastor of Central Congregational Church Leroy Halbert and Mrs. M. L. Sherman. Under its minister Charles M. Sheldon, the Central Congregational Church offered various social service programs to aid black families that lived adjacent to its location in Topeka's third ward. The census was conducted to document living conditions so that Sheldon and the church could use the information for planning social service programs.
